Why is the outside datum important for an internal gear?

The internal teeth operate relative to the bore, pilot, flange or housing fit. The RFQ must define which feature locates the gear and how tooth runout is referenced to it.

Can a ring gear be reverse-engineered from a sample?

A sample can support measurement, but critical tooth, datum, material and heat-treatment requirements need an agreed reverse-engineering and approval scope.

How should backlash be specified?

State the mating planet data, measurement condition, center-distance basis and required assembled backlash rather than assigning an isolated value to the ring gear.
